Algerians are increasingly tech-savvy and interested in the transfer of know-how within the Information and Communications Technology (ICT) sector. Government ministries are also interested in process modernization and the digitization of record-keeping. According to the Regulatory Agency for Post and Electronic Communications (ARPCE), internet penetration rate was 49.2% in 2018, a marked improvement from 27.8% in 2015. This places Algeria among the leading countries in Africa.

Algeria has a mature mobile segment with a penetration rate of around 47.04% in 2016.

Algeria has deployed and is expanding 3G services and introduced 4G. In the ARTP’s first quarterly report of 2017, it was estimated that around 25.2 million people accessed internet on a mobile device with a penetration rate of 60.76%. Algeria is also deploying a country-wide fiber optic network to provide high quality, reliable, fast and cost-effective telephony and Internet services.

Several government ministries have begun modernizing and digitizing their records, including the tax authority. These are large undertakings, requiring various consultative and solutions-based services.

Government agencies are also providing increasing amounts of information on the Web and need Web-based information management services.

Business-to-business opportunities for ICT strategies and solutions are increasing. WiFi, though still in its infancy in Algeria, is a highly-desired technology particularly among potential government and business end-users.
